A Multi-Stakeholder Platform for Change

The Conservatives Association for Environment Protection (CAEP Libya) represents a new paradigm in Libyan civil society. We are not a typical grassroots charity operating on limited resources and isolated initiatives. Instead, we have built a sophisticated Multi-Stakeholder Platform (MSP) that harnesses the collective power of civil society, private enterprise, and academic excellence to address Libya’s most complex environmental and developmental challenges.

The Three Pillars of Our Governance

The Triple Helix Model

At the core of CAEP’s institutional identity lies the Triple Helix Model—a governance framework that integrates three distinct sectors into a unified platform for action. This model, pioneered in innovation ecosystems worldwide, has been adapted to the Libyan context to create an organization that is greater than the sum of its parts.

NGO Core — Civil Society Foundation

At our foundation, CAEP operates as a registered Libyan non-governmental organization (Registration No. 119, January 2012).

Private Sector Integration — Green Libya Inc.

In 2012, Green Libya Inc. was granted honorary founding membership status, establishing a bridge between environmental advocacy and private sector resources.

Academic Oversight — University of Tripoli Scientific Board

Perhaps our most distinctive governance feature is the Scientific Board established through an honorary membership agreement with the University of Tripoli (UoT).
