A Multi-Stakeholder Platform for Change

Introduction

The Conservatives Association for Environment Protection (CAEP Libya) represents a new paradigm in Libyan civil society. We are not a typical grassroots charity operating on limited resources and isolated initiatives. Instead, we have built a sophisticated Multi-Stakeholder Platform (MSP) that harnesses the collective power of civil society, private enterprise, and academic excellence to address Libya’s most complex environmental and developmental challenges.

The Triple Helix Model

At the core of CAEP’s institutional identity lies the Triple Helix Model—a governance framework that integrates three distinct sectors into a unified platform for action. This model, pioneered in innovation ecosystems worldwide, has been adapted to the Libyan context to create an organization that is greater than the sum of its parts.

The Three Pillars of Our Governance

NGO Core — Civil Society Foundation

At our foundation, CAEP operates as a registered Libyan non-governmental organization (Registration No. 119, January 2012). This provides us with the flexibility, community connection, and mission-driven focus essential for effective environmental advocacy and program implementation. Our 9-member Board of Directors brings together senior professionals from diverse backgrounds, ensuring that our governance reflects the breadth of Libyan expertise.

Private Sector Integration — Green Libya Inc.

In 2012, Green Libya Inc. was granted honorary founding membership status, establishing a bridge between environmental advocacy and private sector resources. This strategic partnership enables CAEP to leverage business expertise, operational efficiency, and financial sustainability models that traditional NGOs often lack. The private sector connection also ensures that our environmental solutions are economically viable and market-ready.

Academic Oversight — University of Tripoli Scientific Board

Perhaps our most distinctive governance feature is the Scientific Board established through an honorary membership agreement with the University of Tripoli (UoT). This board, headed by the University President and comprising all Faculty Deans, provides academic supervision for CAEP’s technical work. While currently paused due to country circumstances, this framework ensures that our programs are grounded in scientific rigor and benefit from Libya’s brightest academic minds.

Why This Matters

In post-conflict Libya, where institutions have been weakened and trust in organizations is often fragile, our Hybrid Governance Structure serves as a powerful credibility signal. International donors recognize that organizations with multi-stakeholder oversight are less prone to the governance failures that have plagued many NGOs in conflict-affected regions. Academic partners value the scientific integrity built into our program design. Private sector partners appreciate our operational efficiency and market awareness.

Our Core Values

  1. Environmental Stewardship — We believe that protecting Libya’s natural heritage is not optional but essential for the nation’s future prosperity and the wellbeing of its people.
  2. Institutional Integrity — We maintain the highest standards of governance, transparency, and accountability, recognizing that trust is our most valuable asset.
  3. Scientific Rigor — We ground our programs in evidence and research, ensuring that interventions are effective and resources are used efficiently.
  4. Post-Conflict Resilience — We understand that Libya’s challenges are unique and require patient, adaptive approaches that respect local context while learning from international best practices.
  5. Multi-Stakeholder Collaboration — We believe that complex problems require diverse perspectives and that sustainable solutions emerge from genuine partnership.
