Introduction<\/h2>\n\n\n\n

Strong governance is the foundation of institutional credibility. CAEP Libya maintains a comprehensive governance framework that ensures transparency, accountability, and alignment with international standards. This page presents the key elements of our institutional structure and the credentials that underpin our legitimacy as a partner for donors, government agencies, and international organizations.<\/p>\n\n\n\n

Legal Foundation<\/h2>\n\n\n\n

CAEP Libya operates under a robust legal framework established in the immediate post-revolution period. Our Establishment Letter (October 2011) and Registration Letter (January 2012, No. 119) provide documented proof of legal existence recognized by Libyan authorities. This legal legitimacy, established under the National Transitional Council and maintained through subsequent governmental transitions, is the first question any serious donor or partner asks\u2014and we can answer definitively.<\/p>\n\n\n\n

Founding Board of Directors<\/h2>\n\n\n\n

CAEP’s founding Board of Directors was intentionally composed of senior professionals whose credentials signal institutional seriousness. The nine-member board included senior engineers from the National Oil Corporation (NOC), diplomats from the Foreign Ministry, and distinguished scientists from Libyan academic institutions. This was not a board of friends or family members but a deliberate assembly of Libya’s professional elite, ensuring that governance decisions would benefit from decades of institutional experience.<\/p>\n\n\n\n

Key Institutional Partnerships<\/h2>\n\n\n\n

Green Libya Inc. \u2014 Honorary Founding Member<\/strong><\/p>\n\n\n\n

Green Libya Inc. holds honorary founding membership status, representing private sector commitment to CAEP’s environmental mission. This partnership provides access to business expertise, operational efficiency models, and financial sustainability frameworks that strengthen our organizational capacity.<\/p>\n\n\n\n

University of Tripoli Scientific Board<\/strong><\/p>\n\n\n\n

Through an honorary membership agreement, the University of Tripoli established a Scientific Board to supervise CAEP’s technical work. Headed by the University President and comprising all Faculty Deans, this board ensures academic rigor in program design and implementation. The board’s activation is currently paused due to country circumstances, but the framework remains in place for future engagement.<\/p>\n\n\n\n

Governance Policies (2023)<\/h2>\n\n\n\n

CAEP has updated its governance framework to meet international donor requirements and reflect best practices in NGO accountability:<\/p>\n\n\n\n

PSEAH Institutional Policy (2023)<\/strong><\/p>\n\n\n\n

Our Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) policy meets the requirements of major international donors including USAID, DFID, the European Union, UNICEF, and the Global Fund. This comprehensive framework demonstrates our commitment to safeguarding vulnerable populations and maintaining the highest ethical standards.<\/p>\n\n\n\n

CAEPCOEC Institutional Policy (2023)<\/strong><\/p>\n\n\n\n

The Complaints, Appeals, Ethics, Prevention, and Conduct Oversight Committee (CAEPCOEC) framework establishes mechanisms for receiving, investigating, and resolving complaints. It defines ethical standards for organizational conduct and creates formal channels for reporting misconduct, financial irregularities, or ethical violations\u2014functioning independently of management influence.<\/p>\n\n\n\n
