Following our 2018 operational resurgence, CAEP made a strategic pivot toward digital capacity building—recognizing that Libya’s civil society sector needed not just traditional training but digital skills and platforms for the 21st century. Today, our capacity building program encompasses e-learning platform development, NGO coalition leadership, major consultancy roles, and international partnerships for AI and digital transformation.
Key Initiatives
mocs.ly E-Learning Platform
In collaboration with Moomken, CAEP developed the mocs.ly e-learning platform—a digital capacity building tool designed to serve Libya’s civil society sector. The platform provides accessible online training resources, enabling organizations and individuals to build skills regardless of geographic location or security constraints.
9-NGO Coalition Leadership
CAEP currently leads a coalition of nine Libyan NGOs in a comprehensive e-learning training program. This coalition approach amplifies impact across the civil society sector, building not just individual organizational capacity but strengthening the broader NGO ecosystem in Libya.
Rebuilding Foundation Consultancy
CAEP serves as a consultant for a major Rebuilding Foundation with 300 million LYD in seed capital—providing strategic guidance on capacity building, program design, and institutional development for one of Libya’s most significant post-conflict reconstruction initiatives.
International Training Partnerships (2026-2027)
Through the National Solution Alliance initiative, CAEP has established training partnerships with leading international institutions:
